Email From Amazon Shipping Template not Compliant

Received the notice below. Seller support says to call account support, account support says to get in touch with seller support. The template charges 3.99 per order, plus 50 cents a pound. Sending a 20 pound package to the west coast is more than 10 bucks, right?

Neither seller support or account support could answer the question: what is the allowed rate to charge? Does anyone know?
