Yes, that is scanned delivered, however this is a typical scam some buyers play to get free products ann refunds from sellers who do not know the scam.

The buyer has a post office box at their local delivery station zip code. The buyer uses their personal physical street address when ordering from Amazon. But what Amazon and the seller does not know is the buyer has placed a standing order with the local post office to hold all packages at the OP Box. Then they attempt to collect a refund from the seller, especially new sellers at this time of the year. They claim that tracking shows the item never arrived.

Along w/ the scam explained by @SELL C, there's another.

With a parcel locker delivery, the buyer often has a cluster mailbox. Forced to take a few more steps(The key to the locker is left by carrier in a recipient's mail box, buyer must walk a couple steps to open the locker on the other side of the cluster boxes).

So if the recipient is lazy/totally clueless, they might not find the parcel(Good excuse as if they needed one w/ AMAZON. Once a seller refunds, the buyer suddenly "finds" the key....)

Curbside boxes usually are larger so a parcel can fit inside or the carrier delivers to the front door-which is when porch pirates get into play.

If the address was a parcel locker and the package was delivered there, yes this was delivered. If they are claiming it didn't arrive they need to file a claim with Amazon and please ensure you have all the proper documentation.
