So my question is. Lets say I have a $25 item. FBA fees says it's about $14 in FBA fees.
So if I sell 2 or more to the same buyer.. Do I still pay $14 each of FBA fees?

Yes, the fees are per item, not per order.
This has been an issue for a long time as Amazon pushes sellers to offer discounts for multiple quantity, case packs, bulk amounts, and for businesses but there is no additional financial incentive beyond the profit per single item.
Additionally the FBA fees are broken down into two areas:
The refferal fee which is the base percentage fee (often 15%) a seller pays for selling an item on the Amazon Marketplace.
The second part of the FBA fee is more ambiquious and the name has changed over time. This second fee is now called the "FBA Fullfillment Fee" and is calculated using the shipping weight.
This doesnt make sense to me for orders with multiple items as they are shipped together, reducing the expense.

Yes, you still pay $14 in fees for each item. Years ago when FBA warehouses did not dot the cornfields near all major airports, we did get a discount for buyers ordering more than 1 unit from us.
